Evidence arrives faster than can be examined, and it arrives with no reliable signal about which items matter. Often, the queue orders itself by the only variable available - arrival date. The cost is measured in hours, but also in cumulative psychological exposure - and it falls on a small, specialized, hard-to-replace group of people. In a smaller unit that may be one or two examiners carrying the entire caseload. Every hour spent on irrelevant material is exposure that produced nothing.

3. On-scene decisions about what to seize

The situation. An operation is underway and there is more digital media present than can reasonably be taken. Seizure decisions get made on the spot, often by officers who are not forensics specialists, under time pressure.

Where the time goes. Two failure modes, both expensive. Over-seizure pushes the allocation problem downstream into a lab that is already saturated. Under-seizure leaves evidence behind, and there is rarely a second opportunity.

Where the time goes. Standard lab turnaround is built to produce an evidentiary product for prosecution. That is the right design for court and the wrong tempo for an investigation that needs direction this week. Cases either wait in queue or get expedited by exception, which just moves the delay onto someone else's case. Meanwhile the content most likely to hold a lead — hours of video, hours of audio - is the most expensive of all to review manually.
